How long can a transfer take
The programme manager assumed that funds could be transferred to the country of his new assignment in five days; it took four weeks. This was because:
- The agency staff authorised to sign bank transfers were all out of the office and their agency had not arranged mandates for anyone else to sign.
- The agency used a US bank which blocked the transfer because the assignment was in a country under a US aid embargo.
