Is your programme funded?

The donor had promised to fund the programme and had widely publicised their support. But several months after the programme had started, the implementing organisation had not received any funds. The organisation had used their own resources to make sure the programme started on time, but was getting concerned at the risks involved. What would they do if the funding never arrived?

To limit the risk and to keep the programme running, the programme manager asked the United Nations body with overall responsibility for the programme to guarantee that they would cover any shortfall. He was lucky that the UN staff member involved was a former boss whom he had got on well with. The donor funds had not arrived at the end of the programme manager's three month contract.
