The wasted advertisement

The programme manager was confident of recruiting successfully. They had posted advertisements everywhere and even paid for an announcement on the local radio station. She was surprised however that one potential candidate did not apply and asked him why not. Oh he said, he had heard the radio announcement but had assumed that they had already decided whom to appoint and were only advertising to make it look as though they were recruiting openly. The programme manager was not sure if this was a general belief about international agencies or a specific problem for her organisation.
